You know what? I think the clip you're thinking of is the one by Vince Taylor. It is an actual vintage clip from the 60's, and even tho there is a little resemblence to Morrissey it is not supposed to be him. I think the song is called "There's a Whole Lot Of Twistin' Going On" and it is available here on YouTube.
